I personally run NetBSD on my Falcon (rarely)
and it works pretty well - why not try NetBSD
instead of Linux ?

14 MB is just about sufficient, there is no
way of upgrading the Falcon beyond 14 MB
without a CPU replacement, the Falcon bus-
system simply doesn't allow that.
Besides that, 14 MB is okay to run X-Windows
for sure, you should however be a bit careful
about what Window-Manager you run.
KDE or KDE2 are extremely memory-hungry, so
they are no good on the Falcon, but fvwm,
fvwm2 or mwm run relatively nicely.
