I can't tell if you are affected by the sound bug, if you are it would cause STE DMA sound to be played 6 times slower than it should be (which could make it sound quiet). I wouldn't have thought noise distortion would be a problem with it, it would just be muffled.
There is one way to be sure, you need the debug build of Steem (http://www.pyridine.co.uk/steem/programmers.htm). If you turn sound logging on and then run and stop emulation quickly it will write out the sound output frequency to the log file, if this is under 40000Hz then the next version will fix your problem. Otherwise please e-mail me and I'll try to work out what could be causing the noise distortion.
