Yes, you can download software using your PC,
format a DD disk on your PC, copy the software on it and your Atari will happily read this disk.

For software, i recommend ftp-sites such as ftp.funet.fi or ftp.lip6.fr. For a used Atari mouse, i recommend ebay. Serial Mice are usable in clean GEM applications but unfortunately nothing else (except if you have an adapter from Mario Becroft).
