Windows IS an O/S
No Windows Program can run in DOS can it?
This makes Windows a true O/S.
You are right in that it cannot run without DOS, but that is no longer true, since Windows actually does not need DOS at all anymore, and only has it still to retain backward compatibility.
Its a fine line I suppose and there are people even in MicroSoft themselves who cannot truly decide whether it is or isnt a true O/S, which is why DOS is no longer needed, and in fact, from ME onwards it does not exist anymore!
