You don't need a 5 1/4 floppy on your PC. Uncompress the .ATR on your PC and send the files by modem from your PC to your Atari. I did the opposite (from Atari to PC) and it works great.

I transfered SO MANY things to my PC with my powerful XM301 (300 bps.) :)
