Yes, search for Atari800win+ or Atari800winplus.
It does the 65XE (100% 800XL compat.), and the 5200.
It also toggles between PAL and NTSC modes flawlessly.
I have to give it 2 thumbs up.
Also, make sure you get version 2.8 of the emulator, as of 8-29 it's the latest release. Contact me if you need more info.
