Yes you can, as Ghostlink creates itself a virtual drive. For example, at home, I transfer files from my ST hard disk to the PC thru Ghostlink. Ghostlink uses the I: drive on the ST which corresponds to the PC's drive D: (of course, you can select other letters). I can open the ST's A:, C:, D:, E: (and so on) drives and transfer files from/to the I: (virtual) drive.
Note that the PC is the SLAVE and ST is the MASTER. With Win98, you can run "pcslave.exe" in a window, but to prevent connection problems, keep it focused on (must be on top if you have other windows open, and avoid internet connections when using Ghostlink).
On my MegaSTe, I could'nt go over 38.4kbps, due to limitations, it's about 3kb/s for transfer.
Also avoid using directories with long names on the PC, prefer 8.3 names for better compatibility. You can create directories on the I: drive as on a normal ST. Memory seems not to be a real limitation (except for a RAM drive, of course), as I already used Ghostlink on my 520.
