True, although you could probably use the 'cooked' GCR format which can still be read by TOS to get the MacOS onto a Mac HFS partition (that you created with SPECTRE.PRG). I think the video controller would cause the most problems though, without a floppy you could still get as far as a flashing floppy icon.
