Sorry, can't be done conventionally. An Atari 8-bit will not read a PC disk if formatted in DOS or Windows.

I imagine that there are programs out there on the PC that may allow you to format a PC 5.25" floppy in single density without the boot header that MS-DOS dumps on even an empty disk.

I haven't used any of the latest emulators. Maybe one of those has the facility for doing what you want.
