Well, I can anser this one in 2 parts.
The format of an ST disk is very close to an MSDOS formatted disk.
You should be able to read a PC disk on an Atari, but quite often you cannot write to one without some form of corruption.
There are lots of special programs for Ataris that can either format a disk so that it can be read, and written to on both Atari and PC, and there are also programs that can adapt a PC disk so the Atari can use it properly and vice versa where it can adapt an ST Disk for a PC to use.
I think FastCopy, or DC Format are possibly the most popular maybe?
Of course, there is also the issue of Disk size with a standard ST having only 720k disks ,while biggers Ataris ( MegaSTE, Falcon, TT etc ) and PC's use 1.4MB Disks so its possible that would be an issue for some?
Also, if that is not the issue, and you are ok in reading/writing the disks, then what exactly do you mean?
If the files are simple text files, then both machines should read them perfectly, if the files are pictures or sounds etc then as long as the program you are loading the files ionto can use that particular type of file, you should be ok.
For example, GIF files are pictures, and on the PC, its one of the most widely used type, and you need a special program on an atari to display that picture, such as GEMVIEW, sounds are often WAV on the PC, and AVR on the Atari, and again, you need a WAV player to listen to those!
With Documents from certain programs, it can get a little more awkward because as there are so many different text editors and word procesors out there for both machines, and they all use their own coding and formatting of the information the fiels hold, you will quite often need to get hold of a convertion program tha will convert from one type to another.
