I have to agree with you both to be fair.
Dr Who did have quality story lines ( to a point ) and I think you are off on the ammount spent on each episode by about £4999, but thats beside the point.
You can see that with technology, ordinary everyday TV shows have a bigger budget per show, than perhaps the enite series of Dr Who among others of course ( Who remembers Blakes 7? )
Of course, with such quality visuals I think they have gotten away with some extremely drab story lines far too often, and this is where that smegging SG1 and Xenia ( What a pile of poo ) get into it all... they are utter bolloks, but I do know many people who love the ruddy things, and well, thats them not me.
Still say Red Dwarf is No.1
