This can be several things:
1. You have enabled autofire on the joystick (if you have one connected).
2. A stuck mouse-button.
3. The keyboard is malfunctioning.
4. The keyboard-cable is defect.
Try unplugging these, one by one until your Mega boots correctly. If it doesn't even with the keyboard disconnected there's something wrong with your Mega.
