Yes there are... I use my falcon for developement and use ataris original tools for compiling and linking my programs. ALN & MadMac ... in GPU and 68000 assembler!. Unfortunately (for most people) there C option is limited.. (does it even exist/work?) But the asm environment works well, and that is what you should aim for in the long run anyway.
There exist quite allot of jaguar tools for the ST range of computer. But these to are the most usefull, and the TGA2CRY tool that converts standard TGA picrures to jaguar format (for example the jaguar specific CRY or the more "falcon like" RBG ...(obs! RBG not jaguars RGB so you cant use say Rainbow2 TC pictures made on the falcon, straight away).
All the official atari tools&examples for ST (and PC) was available through Lars atari64 homepage, unfortunately someone sank his dwl limit on purpose so his ISP stopped the homepage. But the tools exist and are freely downloadable... just that you might have to wait untill a hp gets them up again.
Sound... havent done that much sound yet.. but a standard modplayer exists (with source) .
Personnaly Im interested in using the build in tables and se if one could create somethng like "blipp_blopp" ST music on the jag. But i dont know enough about st or jag music (at the moment =) to have more than ideas =)

If you hacked the st/falcon in assembler going to the jaguar is a blessing =) once you get control of the bugs & stuff.
Ahh btw, you need a BJL equipped jaguar... unless you have an expensive alpine board.
BJL is just a new eprom (inside the jag) and a cable.
