That sounds right. In the pentium 4 chip almost all the x86 instructions are emulated. At least they got rid of the god-awful segmented addressing...at least I hope they did...
As for the PC Card bit, I certainly remember the PC compatibility cards for the Mac, they went into a NuBus slot (Mac specific) and had a 486-SX 25 chip on them. I also remember the PC card for the Acorn RISC-PC, although that was basically just a 486-DX2 66 chip on a carrier card that went into the Second CPU slot (hey, you could have a PowerPC or 68060 in there if you wanted!!)
