In my opinion, Flash is perfectly right. Motorola 680x0 processors are still the best nowadays. Unfortunately, they had not such sound commercial success as Intel's 1s.
IMO, I think that such a Binary Translator already exiSTs: its name is PaCifiST...
Coding an OS is not simply a matter of binary codes: is above all a matter of memory ranges and full knowledge of the different parts and cards that make up a machine. So, IMO, Java is not a proper language to develop an OS...
Real problems are constituted by compatibility with all the "accessories" built up by several companies: please read "the drivers of the ... cards" and you can replace the dots with "sound", "video", "internal modem", "graphic accelerators" and so on...
Writing a "stand-alone" OS is quite simple, but a proper OS "must" dialogate with all kind of (new) peripherals!
