I have an IBM that does that sort of echo-ey hollow clanking sound... ( You say a ruler - I say you make exactly the same sound when you flick your fingernail ontop of the HD - go on! try it... ) Some IBMS do it to piss you off, and I think its worked!
Have you messed about with any jumpers?
This can be the reason - make sure that all jumpers are properly seated - they make have moved!
If the disk has been over formatted, then that would not cause the PCB to fail would it, just the Disk, so you should see it.
Try to connect the drive on its own, without the working one, and re-try HDDriver on it.
If HDDriver does not work, then maybe some older software could help such as AHDI or GeSoft as they can often find drives that dont want to come out and play.
There are some settings in HDdriver, that allow the disk to start up, after switching it on, that may be a cause, but usually, the PCB will be working at this stage, as HDDRiver wil find the drive, and then tell you its model etc, and then the drive wil start.
Does the sound happen when you switch the disk on, or when you try to access it?

You have more than likely done what I done when it happened... I still have my old clanger, I still trust it ( dunno why, but I do )
