Have a look at http://atari.nvg.org/cpu_accel/ if you want something *really* cheap :-) This will speed up the bus to upto 20MHz (depends on how well you tune it), which also gives you higher resolutions. 640x400x64k should be possible.

You can also speed up the DSP to 50MHz and the FPU to 40-80MHz (depends on your FPU), take a look here: http://atari.nvg.org/hardware.html
