If he has an Atari 850 module, you can connect the Atari to the PC via the serial ports and send all the files of that floppy through null modem. If both computers have a modem, you can just call the other computer with one doing an "originate" and the other doing an "answer". If you don't have an Atari 850, you're screwed, unless you have the chance of having a XM301 modem.
Once transfered, you convert the files to a single .ATR file. Finally, you can use an emulator like Atari800Win Plus to load the .ATR file and run the game.
