Hello.

The Falcon has 24bit addressing, which means a total of 16 megabyte. 2 megabyte of this addresspace is reserved for different things. Such as hardware addresses, TOS rom, cartridge rom etc.

If you want to go beyond 14mb, you need FastRam on an accelerator that have proper 32bit addressing. AB040, MightySonic, CT2 and the upcoming Tempest and CT60 are the ones providing real FastRam to Falcons.
