No, but you can do it the other way around.

Install GEMulator running off the Windows FileSystem, and change the Windows Shell to GEMulator

Bang, what have you got?
swap the Boot Logo for somethign more Atari-ish to make it boot nicer.

I did this for ages, and had a good laugh with it too!
