Actually, it's not a bug. When the TT was being designed, IBM decided to change VGA standard and Atari refused to change the TT-shifter according to that - At least that's what is said in the Profibook.

It's quite annoying though. If you find an OverScan TT somewhere cheap, buy it. It gets rid of exactly that problem and results in 896 x 496 pixels in 16 colours by just using as screen what the TT uses as border. It's also relatively easy to install and the AutoSwitch Software is quite good.
I have it (it costed me 8 Euro) and i wouldn't like the TT standard video anymore.
