Is is possible to make an ST emulator that runs in Windows CE -- sure, but you'll have a few details to worry about.
The basic code of WinSTon is publicly available, so you'll have a starting point, though you'll have to modify it for the CE system. Following that, you'll need to figure out a way to emulate I/O stuff (keyboard, mouse, etc.) that aren't usually found on handhelds.
Personally, I think it would require a pretty good programmer, but I'd love to have a copy should you figure it out!
