It could be the ROM chips, but most games still use TOS to access the drive and stuff.
Have you tried just pushing the ROM chips back in there seats, this may help (of course switch the machine off first).
Of that does not work then you could get a boot disk of some kind going (with a GEm inage file and stuff), I have not tried it but I know that there is a program which will load a GEM image from disk into memory, the ST will also load a program if not TOS is found on bourd (command.tos or somthing I will have to look it up). You may be abe to name the above program command, etc, if it all works on one machine and in yours then it is probably your ROM chips, if it dose not then it may be somthing else.
This is just a thought and I may be talking bo*&^Łks for all I know, but first I think you should try the "pressing of chips" thing (maybe even take them out and put them back).
If you leave the machine for a really long time with no disk in the drive does GEM boot???
