I have a ZIP drive which I now use with my falcon, but previously used it with my Atari 1040 STe. The ZIP drive requires a special cable to provide termination power. It consists of a cable which draws power from the joystick port and plugs into the free SCSI port on the back of the ZIP drive. I had the same problem as you when I first got my ZIP.

HiSoft supply the cables, try emailing them at info@hisoft.co.uk.
