ST-PAL:
313 lines (in fact PAL specifies 625 lines, so 312.5 seems to be it?), 200 usable for graphcis in ST-LOW/MED. With border removings 274 (or was that 276?) lines can be used.
ST-NTSC:
263 lines (NTSC specifies 525 lines, giving 262.5), 200 of these lines are useable for graphics in ST-LOW/MED. Border removings in NTSC I am unfamiliar with, but I belive that "Neochrome master" did it even in NTSC, I'm not sure what resolution they gained though.
ST-HIGH:
I'm not familiar with the total number of lines outside the visible area. But the useable space for graphics is 400 lines.
HBL-counting:
If you try to count scanlines with HBL-interupt, I think you're ending up at 200 (or 400 in in ST-HIGH), as the HBL counter starts at the first visible scanline, not at the first clockcycle of the vbl.
