There is AFAIK no software genlock. A genlock is normally a box to connect the st with two video recorders. The hardware can replace a chosen colour with the video screen.

You can use every Atari program. I even saw someone using Neochrome to design custom titles. The best program is Overscan which is designed for presentations and genlocks.
