I had this problem with my ATARI STE a few years back. The problem was that the bridge rectifier in the PSU had gone S/C. Take out the bridge rectifier and test it for S/C and replace if it is at fault.
The bridge rectifier is a standard component and is easily obtained. I live in UK and got one from Maplin electronics.
