I don't know wether Debian 68k now has an FPU emulation or not but "usually", Linux systems need an FPU.
I know that NetBSD doesn't need an FPU, so you might be interested at that, too. I ran NetBSD 1.5 for a while on my Falcon and it ran quite okay.
I am a bit irritated about the mention of the word "speed" there. Linux/NetBSD do not run "slowly" since it's up to you to decide what runs at all. If you can do with a command line interface, it's surely quick enough to respond well, and if you want X11, you can decide for yourself what Window manager to run, how to set priority etc.
Linux/NetBSD gives up to 99.9% of the CPU time to the application you run and that is surely not slow.
Talking about "speed" is always a bit problematic when talking about a 100% modular operating system. :-)
