The answer is quite simple: The keyboard does not match the language convention in your TOS-ROMs.
Only the Atari Falcon had all languages and keyboard layouts in its ROM, Atari ST and TT had different ROMs for each country, language and keyboard layout.
There are 2 ways to solve this:
- get a new TOS-ROM
- get a new keyboard
Well, there is a 3rd way, too:
- ignore it :-)
