As far as I know, the Falcon was the last actual Computer that Atari released, before moving on to concentrating on the Jaguar console?
So, I think the best bet for programming, must be the Falcon.
However, as yo usay you want to try your hand at programming in Basic, then any Atari would be ok if thats all you want... The TT is supposed to be the fastest, then the Falcon, then the Mega STE, then the STE, and then the rest of the ST Range, but then again, the Falcon has some relatively cheap hardware extras that will make it really bloody fast as buggery.
And then of course, once you get into Basic Programming, you will surely move on to C or Assembly programming, and you will find that the Falcon will be the best option you have chosen, most likely because of the 68030 processor instead of the 68000 that the ST machines have, but als othe graphic and sound capabilities of the Falcon are the best of the bunch too!
All in all, one to go for, in order should be
Falcon
TT
Mega STE
STE
Other ST
If you go for a basic ST/STE then please be aware that although they run on a TV, programming involves staring at your code a lot, so you really need a good ( Atari Compatible ) monitor to save your eyes, ( in which case Iwould recommend a Mono Screen, and forget about games programming ) while the Falcon can use an RGB / VGA screen, and the TT uses a VGA screen.
