I am pretty sure you do not mean "OverScan". OverScan was commercial and it is surely not available anymore.
There were some "free" OverScan-like resolution enhancers like for example LaceScan. I think i read about it in either an issue of Atari Computing or Atari World.
You might also find something about it in some ftp-sites that have "hardware"-folders.
However, installation is not really easy, there are quite a few cables to solder, compatibility was not really great and you do not gain a lot.
If you have an STE, i rather recommend to run an "interlace"-driver like USCREEN. That allows you to run 640x400 in 4 colours, won't need any soldering, is easy to switch off and increases your (vertical) resolution a lot more than OverScan does.
