Since Sim City is a GEM program, it really shouldn't care what resolution it is run in, which means the program is probably checking resolution on startup and refusing to run if not in ST-LOW. Consequently, if you could bypass the res. checking routine, it would likely run fine in higher resolutions. Doing that, however, would require the source, and I don't think that was ever released.
