I suppose you just need a disk.
Since the Atari ST has the potential to boot
certain parts of the operating system from disk it waits roughly 40 seconds for the diskdrive to send some sensible data.

So the first step to approach this problem would be to insert a blank, DOS-formatted DD-Disk (720kb) and see what happens.
