Yes, an ST monochrome monitor may be used by a PC since all the monitor cares about is that the H and V sync rates are correct. There is a small difference in voltage (0.7 vs. 1.0) but I don't think this will matter much.

Please note that anything other than normal VGA will probably blow the ST monitor.
