Is that question worded exactly as it was? I don't quite understand the question, is the 2 address lines and 6 chip selects of the UART directly connected to the 8bit system? I don't believe that is right.
Anyway, I assume that it is mapped once but it says "no address decodeing". If it was mapped once, then it wouldn't matter on the higher 8 bits in a 16bit system, so 2^8 is 256 times.
