CAB.OVL can be either in Modules or in the same directory as CAB.APP. Cab looks for it in the modules directory first and if it can't find it there is looks in it's own directory. At Least this is how it's supposed to work.
As to the problem with data not coming through on the connection I've had that before on my own. There was an ISP in town that I could connect to and negotiate all it's options etc, but then once I was connected I couldn't do anything. It completely ignored the fact that I existed. Never made any sense other than I think they prefered CHAP, but had PAP as a secondary. But the PAP secondary wasn't really configured properly.
