Without DNS entries, you have to call all sites using xxx.xxx.xxx.xxx format.

Until you have a DNS entry, yes. Try pinging 198.103.206.130 (it's a government computer in Canada) or 193.190.204.128 (the Belgian Military Academy ftp server) to see if your connection works.

Refusing to give DNS numbers is like refusing to give you their phone number. Complain to management, then try another company if that doesn't work.
