Usually this is a sign of a short in the cable. Most old (10 yrs+) power adapters have this problem. The easiest solution is to get another adapter that has the same connector, same polarity, and the same voltage. This would probably be an original Atari plug, but you can always get something new but compatible from Radio Shack.
