Well, i would personally not do the "splitting" of TOS that you do here:

TOS in general is not capable of multitasking, neither cooperative, nor preemptive. This is, as you state correctly, due to the faults of the GEMDOS and all higher levels while BIOS and XBIOS are basically multitasking enabled.
But if someone boots TOS, he will not be able to just leave out the non-multitasking parts, so TOS is, in my eyes, not multitasking.

Geneva and early versions of MagiC (named Mag!X, as you also mention) were simply a replacement of the TOS' GEMDOS and all highel levels, by now this might have changed.
