Atari mouses are not at all like PC mouses, even if the plug is the same.
When the Atari is booted, try moving the cursor using the arrow keys WITH the ALT key (or CTRL, I don't remember). If the cursos moves, then the keyboard and mouse controler is OK. Your only problem will be to find a mouse. But then the computer is usable even without a mouse, as you've just seen:
- add the SHIFT key to make one-pixel moves
- the key above the left arrow is the left mouse button
- the key above the right arrow is the right mouse button
