No, Atari mice are not using a serial data transfer protocol like "any old 9-pin D type" mouse you might have does.
An Atari mouse transfers its data parallely, it just works like a good old digital joystick.

Cursor keys alone won't move the mouse since that might have interfered with some programs that might use cursor keys for something different (Do the cursor keys move your mouse under Windows ? Neither. :-)
Hence, you need to press ALT and the Cursor keys at once. ALT+INSERT will take over the left mouse button, ALT+CLR/Home will take over the right mouse button.
If you need more precise movement, press ALT+SHIFT+Cursors keys for 1-pixel steps.
