IF you use MSDOS formatter, you ca nactually force a PC to format at some weird formats too! - the Atari should be able to read these, and if you have MiNT / Magic, then they definitely WILL read.
Try the /T: and /N: switches with formatting for tracks & sectors
Dunno if thios actualy works, but its off the top of my head, so try:-
FORMAT A: /T:83 /N:11
That will make a biggie, but as far as things seem to be, a reliable disk can handle 11 sectors, and a good drive will handle more tracks. 83 seems to be a bit of a limit for most drives, however, most drives I have had can do 86 tracks just fine.
