I'm very happy with mine.
Of course, I have rather more direct support than most people (;-), but I do try to deal with problems reported to me ASAP.
As you might have read on the Cortex web site, currently only old RageII graphics cards are supported. In theory, just about any PCI graphics card can be used, though, as long as someone writes an fVDI driver for it. The newer cards that are currently most likely to get driver support are the Voodoo Banshee and the Voodoo 3 (and possibly 5 if it is as similar to the 3 as it seems to be).
I have begun the work on a Voodoo driver, but nothing much have come of it yet. The major problem is getting an image displayed on the monitor (obviously, there is on way to make use of the x86 BIOS code on the card). Once past that step, the rest should be a relatively quick job.

Ah.
Actually, that was never really necessary, since (as I've mentioned to one of the maintainers of that site, so it will probably be mentioned when they next update it) MGIF has been under the GPL license for the past six years. And the development is only 'on ice', not abandoned.

It's been a while since I last did anything with it, but I thought colour images should scale (with and without filtering) when in 24 bit mode.
Even if it is not supported directly (I think it is, but I may be wrong), it is certainly possible to do, using a fourth buffer for each component separately.
I had a look through the documentation on my Web site regarding JPEG save, and you are apparently correct in that MGIF does not currently support that. Strange.
It does save in Targa (.TGA) and Portable Pixmap (.PPM) format, though.
Anyway, feedback like this is always very welcome. Without any feedback (as has been the case years now), it is nowhere near as likely that anything will happen.

I've been kind of busy with fVDI the last couple of years, but since I'd really like to be able to use MGIF in something besides 8 bit mode with my Eclipse/RageII and under ARAnyM, I guess I should think about doing a new version.
