I think you should save money to buy a new computer (Hades, Milan II), because the f030 can't be upgraded indefinitly, and you will get better speed, graphics card,...
Wait for the Milan II USB, which will have low price and a MC68060 processor,...

There is no 3d cards support on Atari. There is partial mesaGL share lib released in the LDG package (Look at the home page of Dominique Béréziat), but it is only a software method. Patrice Mandin has a project of a Hardware direct acces lib that will support such cards, but it is only a project, and he needs programmers to help him.
