the questions you asked are fairly common on this forum. It might help a lot just using the "search" option to find more detailed information.
A short answer to your questions would be: The Atari ST allowed to format DD disks below 720KB, but these formats are not being compatible to the DOS format anymore. You can exchange files with your PC on 720KB disks, but not on oversized ones.
There are several ways of dealing with this. One is a serial-Nullmodem link between a PC and your ST to make the PC the harddisk of your ST. Then, you could use your PC to write .ST-files to disk (using MAKEDISK). Doesn't work all the time, depending on your PC.
