It looks like its just the adapter and that means its mis-labeled. Its a 0MB Adapter and not a 16MB board at all.
However, on one picture, there does look like some simms in the board.
Id be a little concerned about the thign actually cos the chances of miraculously finding 4x4MB Simms these days that are actualyl working still, are close to zero.
On the other hand... I myself have 4x4MB 30 Pin Simms that I got to work in my TT some time ago.
