Did you tried this Ethernet adapter with another Falcon or ST? If so, did you tried any other interface on the same bus as your Ethernec?
If this is Ethernec first you must be sure that CARD works, i assume that its ISA 8-bit ethernec, it also should be compatible to Ethernec, i never tried but i read that best is RTL8019AS, and not RTL8019 for example.
Also i tried to run Ethernec on ST but it fails even i had not connected ETHERNET CARD.
Strange but other atarians had same problems.
Really dunno why.
