Before going too far, it is possible the connector on the mainboard for your monitor is faulty. You, or a competent electronics enthusiast, should remove the TT case and check that there is no physical damage to the 13 pin DIN connector or the pins. Using a strong light source and a magnifying glass look on the underside of the circuit board where the pins are soldered and check for hairline fractures on any of the pins. If you suspect any are cracked, resolder them by melting the solder. It often helps to add some fresh solder, but not too much. Ensure no solder jumps between two pins though!
If that still doesn't fix things, a good test would be to try and locate a Nova video card with the Nova VDI display driver on a boot floppy and see if the system comes up with the correct display.
Maybe some Atari owner in your area might be able to help you with that.
