Hi Andrew,
yes, all cartridges are the same (US/EUROPA)
at the mecanical/electronics and logical point of view.
The only difference is PAL/NTSC timings. (there is a bit in the GTIA processor who said "I'm ntsc machine" or "I'm pal machine" for programs who check it...
for PAL cartridges, the vsync delay is more long, so the program can do more effects in the graphic display list. And a little less in ntsc. All is program-timing dependent.
Well you can also have a cartridge who uses a particularity in rom-os, but I nerver see that in regular cartridges.
