It's very likely that the selector switch for determining what drive number the drive is, is just set wrong or needs some contact cleaner worked into the switches. This happens to me every 10 years or so where I need to bust the crud loose on those switches and then the drive remembers to turn on when booted when it's set to be Drive one. If it's set to be Drive two it doesn't ever try to boot up at all - just like yours is doing. It's not broken at all?
